Context
ArcelorMittal, one of the world’s largest steel producers, is working on multiple rail projects to increase the automation and safety of its logistic operations. One of these is the replacement of the existing old point controls with decentralised electrical points equipped with wheel sensors and steered by a route controller. The goal of this is to evolve towards a fully automated operation.
Determining the global safety level of the new system at the beginning of the project is of the outermost importance to ensure that the decentralised electrical points are suitable to work in the future ATO environment. Since rail safety is very specific compared to industrial safety, ArcelorMittal requested Transurb to assist in determining the correct safety level.
Mission
Transurb will provide safety recommendations, technical support and assistance in the tendering process. The approach is the following:
- Data analysis and technical visit at ArcelorMittal site in Ghent
- Review of safety requirements in the legislation
- Phasing proposal of safety study to match the project phases
- Risk assessment of the new system
- Preliminary hazard analysis for the start phase of the project
