Casablanca Tram lines T3 & T4: Support in the rolling stock tendering process in Morocco

Transurb was requested to analyse and improve the existing technical specifications regarding RfP of new tramways.

Context

Casa Transport has for aim to strengthen its tramway network through a call for tender. This tender includes the selection of a service provider or group of service providers for the design, definition of the interior and exterior design, manufacture, delivery, testing, commissioning and related services of the Rolling Stock, bi-directional rail-bearing tramway trains with 100% low floor, as part of the project to build two Tramway lines T3 and T4 in the city of Casablanca.

A first specification to tender the new rolling stock was written by CasaTransport s.a. with the help of Systra but did not find any positive answers from the suppliers. Hence, the specifications must be changed to enable suppliers to tender.

The goal of this project is to receive valid tenderers’ propositions and choose one though a quantitative quotation system, defined in the tender.

Transurb’s Mission

Transurb must:

  • Read and understand the specifications already written and propose modifications to enable tenderers to apply.
  • Meeting with CasaTransport’s teams to change the tender accordingly and discuss the proposed modifications. A full report of justified modifications is to be provided to CasaTransport’s team to help them write the new tender.

Provide technical analysis of 3 to 4 competitors’ proposals once the new tender is improved and published.
